Safety Certification Systems and Procedures:
U. S. DOT Federal Motor Carrier Safety Regulations, Federal Motor Vehicle Safety Standards and the Hazardous Materials Regulations (HMR) require Motor Carriers to have in place a system and procedures for continued qualification of drivers to operate safely. 
This begins with the Safety Certification for Application for a U. S. DOT Number.
Driver Qualifications: A system in place to review drivers’ employment and driving histories for at least the last 3 years to determine whether or not the driver is qualified and competent to drive safely. Plus to review each driver at once every 12 months and maintain records of the reviews.

Hours of Service: Motor Carriers must have a recordkeeping system and procedures to monitor the hours in service performed by each driver including procedures for continuing review of drivers’ logbooks. Motor carriers must train or instruct the drivers about complying with the rules and the requirements of preparing daily log entries in their own handwriting for each 24 hour period.  DSSCOA Assists in providing HOS service for its clients.  We offer assistance in program selection  and  equipment selection for logging software using the requirements in CFR 395.8.

Drug and Alcohol Testing:  Motor Carriers must have in place a program for the systematic testing of drivers and training of drivers in the benefits of a drug free workplace. All Motor Carriers must be in a Drug & Alcohol Program.

Vehicle Condition: Motor carriers must a system and procedures for the inspection, repair and maintenance in accordance with the FMCSR and HMR. Motor carriers must insure all violations and defects noted on inspection reports are corrected before vehicles and drivers are permitted to continue operation. A program for monitoring vehicle accidents with an accident register in accordance with 49 CFR 390.15, with an accident countermeasures program and driver training program to reduce accidents.

Production of Records: Motor carriers must produce records demonstrating compliance with 48 hours at a request from a representative of the USDOT/FMCSA or other authorized Federal or State official.

Hazardous Materials: Systems and Procedures for carriers of hazardous materials only.
Cargo Tank (CT) Systems and Procedures for carriers of HM (hazardous materials) in cargo tanks.
Motor Carriers and New Applicants must be willing and able to provide the above operations or service and comply with all pertinent statutory and regulatory requirements and regulations issued or administered by the U. S. DOT, including operational regulations, safety fitness requirements, motor vehicle safety standards and minimum financial responsibility requirements.
