DSSCOA is a third party administrator (TPA) and a full service “Drug Free Workplace environment” Company or Service Agent that Administers and directs both DOT and Non-DOT Anti-Drug and Alcohol Misuse Prevention Programs including Safety and record management of various FMCSA, FTA, FAA, USCG and PHMSA employers. DOT Requirements!

Costs!  One Time Setup Fee. Plus a Monthly Driver or Covered Worker charge of $10 monthly.  This Includes drug and alcohol testing. ** 1.) a Drug Program Plan & Policy. 2.) a Alcohol Plan & Policy.  3.) Rules and forms, receipts of Program Policies, waivers, Consquences of a Postitive Drug or Alcohol Test result. 4.) a Printed Covered Workers Education Guide with CD.   5.) a Printed Supervisors Training  with notes and CD. *  6.) Employee Drug Test  Instructions with Checklist, release of Information from past employers. DQF checklist and forms. etc. etc. includes up to 3 Pre Employment drug tests. *if required. **Drug Tests will be charged at $59 each, for Workers who are not Hired.

DSSCOA, provides  a TPA/MRO for your Industry.  We include a on going training  program for appointed  DER (Designated Employer Representative) and other staff, such as, HR Director, Safety Director and Supervisiors with the decision process and the preparation of your Anti-drug and Alcohol policy plan statements.

 Write Your Programs: Formulate and personalize your Anti-Drug and Alcohol programs, plans and policies.

Corporate Plan: We assist your staff and/or prepare your Drug and Alcohol plans, for review by Federal, State and Local Authority, and your employees that are covered under the plan.   Stating, Why Drug and Alochol testing is required, When the testing is going to take place, How your company is going to conduct their drug and alcohol testing program and What the Consequences of a Positive Drug or Alcohol Test will include.

Testing: The National Institute of Drug Abuse Screening and Confirmation (NIDA). Now called “Substance Abuse and Mental Health Services Administration(SAMHSA)
A DHHS certified laboratory such as Laboratory Corporation of America, (LabCorp) , Quest Diagnostics or others will screen samples using only methods approved by the Federal government.
The labs chosen for your Drugs of Abuse will test for the five substances required by law.

1. Marijuana - Cannabinoids: metabolits THC

2. Cocaine metabolites BZE: - coke, Crack, Snow

3. Amphetamines:  Methamphetamine, MDMA , MDA,   - Speed, Ecstasy

4. Opioids-  Codeine, Morphine, 6-AM Herion

5. Phencyclidine: PCP- Angel Dust

 

6. Addition of  new analytes: oxycodone (OXYC). oxymorphone (OXYM), hydrocodone (HYC). hydromorphone (HYM). Oxycodone, Oxymorphone. 

 

Clients of these certified laboratories include many Fortune 500 companies and the Federal Government. Together, these labs have successfully processed millions of tests and withstood legal challenges of their test results.

The DOT regulations require specific procedures in the Collection, Testing and Transmission of a Drug Test Result.
For Example the testing Laboratory is required to transmit the results to a MRO (Licensed Medical Doctor) who then transmits the results to the DER (designated Employer representative) and or their Service Agent.
DSSCOA uses TPA’s (third party administrators) with Medical Review Officer’s (MRO) on staff trained and certified in the Federal Drug and Alcohol Abatement program. All Test results are reviewed by a MRO. So as to protect both the employee and the employer.
Employee and Supervisor Education. We provide the required Employee and Supervisor training materials FREE to each Employer for training of their covered workers. Printed copies and CD's are are included at no additional cost. DSSCOA's Goal is to Train, Inform and Detour, not catch, workers from the use of Drugs and Alcohol in the Workplace. It has been proven that a positive knowledge of Drugs, Alcohol and the effects of their use in the workplace, together with the knowledge of the consequences of their use including the law is a key to a successful Anti-Drug and Alcohol prevention program.
A Medical Review Officer (MRO) a licensed MD. The DOT regulations require certain procedures in the Collection, Testing and Transmission of a Drug Test Result that require the Laboratory to transmit the results to a MRO who than transmits the results to the DER (designated Employer representative) and or their Service Agent. We use TPA’s (third party administrators) with Medical Review Officer’s (MRO) trained and certified in the Federal Drug and Alcohol Abatement program. All Test results are reviewed by a MRO. So to protect both the employee and the employer.
Reporting and Record Keeping: The TPA/MRO will prepare and keep all records as required by the DOT rules and regulations. Plus many backup records are also kept by DSSCOA a minimum of three to five years. In addition, we will monitor all random selection of covered employee’s. This will ensure confidentiality and impartiality.
Specimen Collection: DSSCOA and the designated TPA/MRO arrange for specimen collection at thousands of collection points of preferred locations that are convenient for you or the employee.
Database Management: DSSCOA uses only TPA/MRO’s who are required by law to maintain strict control over your employee census (covered workers list) to generate accurate monthly, periodic, and annual reports. To eliminate employer – employee disputes over improper or unfair Random selections, the random selection is generated off-site at the TPA/MRO or our location using an random formula.
Litigation Support: The TPA/MRO will provide expert support in the unlikely event a drug test result is legally challenged. This support would take the form of witness testimony. There could be an extra charge for this support!
Blind Samples: The TPA/MRO will handle all the blind sample quality control requirements according to 49 CFR, Part 40, of the DOT rules and regulations.
Reporting: The TPA/MRO will prepare and submit any reports that are required by your company and/or the DOT. Negative pre-employment tests, which, in most cases, are available the next working day.
Employers: When your company is placed into a DSSCOA recommended Consortium and is enrolled into a Random Pool! The Company will receive a Company Compliance Certificate (letter). When your Companies supervisors complete their ON LINE education they will receive a Certificate of Completion, if requested,  to show proof of compliance with the federal or mandated requirements.
